Internationally experienced, Deborah Stamps utilizes more than 30 years of knowledge, networks, and influence to address some of the world’s toughest challenges. Whether enabling individuals or businesses to rise above barriers and achieve sustainable growth, supporting the next generation workforce to maximize their achievements, or executing appropriate action plans necessary to eradicate racism, Stamps is committed to being the catalyst for assisting individuals and institutions to achieve health and economic equity and ensuring a sustainable social impact.

Deborah Stamps previously worked for the Rochester Regional Health in Rochester, NY., where she most recently served as the executive vice president, founding president of the College of Health Careers, and the inaugural Chief Diversity, Equity, and Inclusion Officer for the health system.  Deborah spent more than 30 years with Rochester Regional Health in various positions, including chief nursing officer at Newark Wayne Community Hospital and Clifton Springs Hospital& Clinic and system vice president for quality and patient safety.

Growing up in Rochester, Deborah received her doctorate in education from St. John Fisher University. She also holds a master’s degree in nursing and a Gerontological Nurse Practitioner from Nazareth College, awarded the Nursing Leaders of the Future Certificate from the Wharton School of Business at the University of Pennsylvania, an executive business administration from Rochester Institute of Technology, a bachelor’s degree in nursing from the State University at Brockport, an associate’s in applied science in nursing from Monroe Community College, and practical nursing certificate from the Rochester Educational Opportunity Center. She is nationally certified as a nurse executive from the American Nurses Credentialing Center.

Throughout her career, Deborah Stamps has focused on achieving outcomes. She has developed innovative workforce pathways and partnerships to provide diverse individuals with the education and skills to advance in a health care career while impacting health care disparities.  She is committed to workforce development and participated in regional anti-poverty initiatives. Deborah led the strategy to expand the Isabella Graham Hart School of Practical Nursing and increased the diversity of the student body from 22% to 67% over five years, as well as implementing home health aide and certified nursing assistant training programs.  

Deborah is passionate about providing service in the community. She leads the Genesee Baptist Church Health Ministry, providing health promotion, prevention education, and screening to the congregation and the Rochester area. Deborah led community conversations with diverse members of the Rochester community and beyond during the pandemic providing proactive education on COVID-19 vaccination to enable them to make an informed decision to be vaccinated.

Deborah has also appeared on a number of television programs, radio stations, and online platforms to discuss diversity, equity and inclusion, COVID-19, COVID-19 vaccinations, and nursing burnout, just to name a few. She has delivered countless local, State, National, and international presentations. Deborah has published in peer-reviewed journals such as Nurse Leader, Journal for Nurses in Professional Development, Nursing Management, Critical Care Nursing Clinics of North America and Advances. She has also published book chapters in the American Association of Critical Care Nurse, Procedure Manual.  And been a peer reviewer for Med-Surg nursing for more than ten years.
